The 3Ts (Timely, Tangible, Targeted)

The entry test for whether a measure counts as a control at all.

Timely
In place before the exposure and active while the hazard is present.
Tangible
Physically present and observable on site, not a policy or a plan.
Targeted
Designed and installed for that specific high-energy hazard.

A measure that fails any of the three is not a control. To be a Direct Control it must also be Strong and Forgiving:

Strong
It mitigates the exposure when installed, verified and used properly.
Forgiving
It still works when a person makes an unintentional mistake.
