Questions about energy-based safety

The questions H&S leaders ask about energy-based safety and GeneXR's programme, answered plainly.

Fit

We already run HOP and critical risk. Why would we need EBS?

Because those programmes tell crews which risks matter and EBS tells them how to recognise those risks in a task they have not done before, and whether the control in front of them is Direct. It strengthens what you run rather than replacing it.

Is this a training package?

It is a programme that changes how crews and leaders talk about energy and control. Workshops are the delivery mechanism; the outcome is a shared test applied in pre-starts, observations and incident reviews.

Which industries is it built for?

Anywhere high-energy work happens: construction, civil and infrastructure, rail, electricity lines and energy, manufacturing and processing, forestry, mining, ports, logistics, field services. The standard scenarios are construction; other environments are built on request.

Is energy-based safety a legal requirement in New Zealand or Australia?

No. It is a method, not a regulation. It supports PCBUs and officers in managing critical risks under the Health and Safety at Work Act 2015 and the model WHS laws, and in showing how they do it.

Does it work outside New Zealand?

Yes. The framework is international, and workshops run remotely or on site in Australia by arrangement.

Delivery

Does the VR need internet access?

No. The headsets, a small server and the facilitator's laptop join a local router that has no internet connection. Session data stays on the server in the room.

Can our existing 3D site models be reused in VR?

Often. Common engineering and game formats can be adapted into a custom environment, quoted per environment.

Do we need VR?

VR is in every workshop: it is where crews rehearse decisions in a realistic site and where the facilitator sees what each learner decided. Under the licence the managed fleet brings the headsets to you.

How big should a group be?

Ten to fifteen. Above that, facilitators cannot tell who has understood and the scenarios run out of turns.

How long does the programme take?

Four workshops of 90 to 180 minutes each. They can run as one day, two half days, or spread across shifts. Workshops 1 and 2 are for frontline teams, supervisors and leaders; workshops 3 and 4 are for supervisors, H&S advisors and leaders.

How quickly can we start?

Workshops are scheduled around your shifts and our facilitators, usually within a month. A licence has your trainers certified and the fleet on site inside a month.

Evidence

Where does the method come from?

Dr Matthew Hallowell's research at the Construction Safety Research Alliance and the University of Colorado Boulder: the Energy Wheel, the high-energy threshold, Direct Controls and the control assessment method. GeneXR's programme is aligned to that work and all GeneXR material is original.

What did the research find?

Crews at companies with mature safety systems identified fewer than half of the hazards they went on to face, and years of experience made no difference to the score. With the Energy Wheel they found about 30% more. Above about 1,500 joules a serious injury is the most likely outcome of contact. At leading companies, 65 to 75% of high-energy hazards had a Direct Control.

Is there independent research?

A 2026 study in the Journal of Construction Engineering and Management supports combining EBS with experiential, feedback-driven scenarios for hazard recognition. The participants were 30 engineering students, the sample was small and the measures self-reported; it did not test transfer to live work. We do not claim more than that.

What does the VR system actually record?

Decisions inside the scenarios: which hazards each headset identified and under which energy source, the severity and confidence each learner chose, whether a control was marked present, and each learner's assessment score. The facilitator sees it live. Not attendance or time on task.

Commercials

How is it priced?

Workshops, where we run everything, are quoted per cohort. The licence, where you run it yourselves, is annual, per organisation, with no per-seat charge, and includes trainer certification and the managed VR fleet. Ask and we will quote.

Can we start with workshops and move to the licence?

Yes. Both use the same programme, so a workshop pilot rolls into a licence without repeating anything.
