Energy-based safety, advanced through research led by Dr. Matthew Hallowell at the University of Colorado and the Edison Electric Institute, shows that serious injuries and fatalities are overwhelmingly caused by exposure to high-energy hazards capable of producing catastrophic harm when released or contacted.

The Framework That Changes Everything

The Energy Wheel systematically identifies all workplace energy sources. Unlike procedures or warnings that rely on perfect behavior, energy controls are physical measures that actively reduce or remove hazardous energy. Guardrails prevent falls. Lockout devices prevent electrical contact. Trench boxes isolate workers from soil pressure. These create "capacity for failure"—allowing human error without catastrophic consequences. Because even the best people make mistakes, and the question isn't if someone will err, but when.

The 3Ts (Timely, Tangible and Targeted distinguish real protection from administrative measures. To qualify as an energy control, a safeguard must be Timely—actively in place when the hazard is present; Tangible—physically observable on the worksite, not just documented in a procedure; and Targeted—specifically designed to address an identified high-energy hazard. Training, safety briefs, and standard operating procedures are vital, but they aren't energy controls—they support controls. This distinction matters because it forces honest assessment of what's actually protecting workers in the moment.

Direct Controls provide protection that works even when humans fail. Unlike procedures or warnings that rely on perfect behavior, direct controls physically prevent high energy from reaching workers. Guardrails prevent falls. Lockout devices prevent electrical contact. These create "capacity for failure"—allowing human error without catastrophic consequences.

Alternative Controls serve as a temporary solution when a Direct Control isn't feasible. Because they focus on minimizing human error rather than mitigating energy directly, they are never standalone solutions. To be sufficient, an Alternative Control system must include at least two independent, complementary measures—such as a spotter combined with an exclusion zone marked by cones. When controls serve different functions, their reliability multiplies rather than simply adds, dramatically lowering the probability of simultaneous failure.
